National Resistance Movement (NRM) presidential candidate President Yoweri Kaguta Museveni has issued a raft of development-focused directives while campaigning in Makindye and Nakawa divisions, reaffirming his administration’s emphasis on peace, wealth creation, and accountable service delivery.
Addressing thousands of supporters at Buziga Islamic School grounds in Makindye, and at the MUBS grounds in Nakawa, President Museveni underscored that sustainable development can only thrive in an environment of stability.

He warned that violence and disorder directly undermine economic progress and discourage investment.
“Development cannot grow where there is chaos. Anyone who promotes violence is an enemy of wealth creation and national progress,” Museveni said, urging residents to protect peace and engage in productive activities that raise household incomes.
A key focus of Museveni’s message was the Parish Development Model (PDM), which he described as a permanent pathway for lifting families out of poverty.
He directed the Ministry of Local Government and area leaders to tighten supervision of PDM implementation following complaints of mismanagement, delays, and bureaucratic obstacles in some parishes.

The President instructed communities to elect trustworthy and accountable leaders to PDM committees, warning that misuse of funds would attract severe consequences.
“These parish SACCOs are people’s banks. They belong to the wananchi and must be guarded carefully. In a few years, each SACCO will be worth hundreds of millions of shillings,” he said.
In both divisions, Museveni emphasized youth skilling as the most practical solution to urban unemployment. He directed NRM leaders and technocrats to expand Presidential Industrial Skilling Hubs across Kampala and ensure that training remains free and accessible.
The President cited success stories of young people who have transitioned from unemployment and crime into skilled trades and entrepreneurship, saying skills not politics are the real tools for transformation.

“When the youth have skills, they don’t wait for jobs; they create them,” he said.
Museveni also reiterated government’s push for industrialization and local manufacturing, highlighting Uganda’s growing capacity in vehicle production through Kiira Motors Corporation. He said the country is steadily reducing reliance on imports and creating jobs through domestic production.
He directed government agencies to prioritize locally made products and encouraged Kampala residents to tap into value addition opportunities in manufacturing, services, and agribusiness.
In Makindye, the President ordered relevant authorities to develop permanent solutions to persistent flooding in areas such as Katwe, Kansanga, Ggaba, and along the Nakivubo Channel, noting that poor drainage disrupts livelihoods and poses health risks.
He further directed NRM flag bearers to hold consultative meetings with residents, gather concerns on service delivery including sanitation, policing, and the night economy and report back to him for prompt intervention.
Museveni cautioned young people against being exploited by politicians who thrive on chaos, stressing that discipline, hard work, and patriotism are essential for personal and national progress.
“The achievements we enjoy today peace, infrastructure, education, and health are not accidental. They are fruits of stability and clear planning,” he said.
He called on voters in Nakawa and Makindye to support NRM candidates at all levels in the upcoming elections, arguing that continuity in leadership is critical to sustaining development gains.
The campaigns in the two Kampala divisions drew massive crowds, signaling strong grassroots engagement as the NRM intensifies its drive centered on stability, economic empowerment, and long-term transformation.
