The Parish Development Model (PDM) Secretariat has called on Local Governments to speed up administrative procedures required for beneficiaries to access PDM financing, stressing that funds have already been made available.
The call was made during the FY 2027/28 Local Government Budget Consultations held in Masaka City on September 17, 2026. The consultations brought together local leaders and other stakeholders from the Central Region to discuss priorities for the coming financial year.
A representative of the PDM Secretariat urged accounting officers and Local Government authorities to incorporate PDM priorities into their work plans and budgets, given the programme’s role in the government’s efforts to transition households from subsistence activities into the money economy.
The Secretariat said some beneficiaries have experienced delays because of challenges in verifying personal information required for payments. These include differences in registered names and telephone numbers.
Officials explained that the PDM payment system is intended to ensure that beneficiary information is accurately captured and payments are made directly, while also reducing the risks associated with handling cash and travelling long distances to access funds.
Accounting officers were further asked to submit minutes, resolutions and other necessary documents relating to newly constituted PDM structures. The documentation is required to regularise accounts and facilitate transactions.
“The money is there,” the official emphasised, adding that the UGX 50 million PDM allocation can be accessed once the necessary administrative requirements have been fulfilled.
With the onset of the rains, Local Governments were encouraged to conclude the remaining processes without delay to allow farmers to obtain financing in time for the agricultural season.
The Secretariat also called for improved coordination, supervision and monitoring of PDM activities at both parish and household levels.
The budget consultations are being conducted under the theme, “Full Monetization of Uganda’s Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access.”
