The National Disciplinary Committee (NDC) of the Uganda People’s Congress (UPC) party has suspended three members of its Party Electoral Commission (PEC), including Jack Kabusi, Naome Natukunda, and Emmanuel Magero, and recommended their dismissal for serious violations of the party Constitution.

According to Peter Paul Okello, the Chairperson of the party National Disciplinary Committee, the trio, who held positions as Commissioners in PEC, authored a letter to the Chairperson of the Electoral Commission of Uganda, Justice Simon Byabakama, dated July 21st, 2025, purporting to declare Enap Dennis Adim as Party President of UPC unopposed.

“The conduct and actions of the respondents damaged the reputation of the party. They amounted to a serious setback to the efforts of rebuilding and repositioning the party for a central role in shaping political leadership in Uganda,” Okello said.

The NDC ruling lists 14 offences under the UPC disciplinary code, including participating in factional activity that affects the unity of the party, acting against the decision of the constitutional structure, infiltrating the party, or acting on behalf of or in collaboration with other organizations, parties, or groups hostile to UPC’s objectives, and setting up and participating in parallel structures, arrangements, and groups parallel to duly established structures.

According to Okello, the suspended members committed serious violations and are, in part, the root cause of the current indiscipline. They exploited a political novice, Enap Dennis Adim, manipulated and falsely exaggerated his ego, and misled him into believing they had the power to make him the party President of UPC, which power they did not have.

However, according to Sharon Oyat, the party spokesperson, the party National Disciplinary Committee has no authority to dismiss but reserves the authority to suspend and recommend to the National Executive Council for dismissal.
