Opposition Battles Political Paralysis, Strategic Uncertainty Amid Kyagulanyi’s Absence

“The Leader of Opposition being out of the country makes them look like headless chickens. Dr. Besigye was better organized in handling his election losses. Globe-trotting will not last long. Even those receiving Kyagulanyi will soon get tired of him,” Odoi said.

Uganda’s opposition is grappling with deepening internal mistrust and strategic uncertainty following the departure of Robert Kyagulanyi Ssentamu, leader of the National Unity Platform (NUP).

Analysts warn that his absence has exposed structural weaknesses within the opposition, raising questions about its readiness to challenge the ruling National Resistance Movement effectively.

During a televised debate on March 17, 2026, Medard Lubega Sseggona, MP for Busiro East, criticized Kyagulanyi for leaving Uganda after a reported attack on his home, describing the party as “headless” and lacking coherent leadership.

Sseggona argued that internal disarray and mistrust have undermined the opposition’s capacity to mobilize and present a unified strategy.

“The Opposition has been in disarray. Hon. Kyagulanyi’s exit won’t change that. The party’s current state reflects deeper mistrust and a lack of coordinated leadership,” Sseggona said.

He emphasized that addressing threats through formal channels could have strengthened the opposition’s credibility and preserved its internal unity.

NRM Electoral Commission chairperson Tanga Odoi echoed concerns about the opposition’s weakened structure, noting that an absent leader limits political engagement and leaves members directionless.

Odoi says opposition is needed in any democratic formation and upholding the rule of law.

“It’s not prudent anywhere that the government should be celebrating the downfall of the opposition. In nurturing democracy, you need opposition,” he noted.

While he condemned the reported attack on Kyagulanyi’s wife, Odoi stressed that effective leadership requires presence on the ground rather than global advocacy.

He criticized Kyagulanyi’s absence from the country, noting that he should not be hopping around the globe criticizing the government but instead be on the ground offering leadership to his party members.

“The Leader of Opposition being out of the country makes them look like headless chickens. Dr. Besigye was better organized in handling his election losses. Globe-trotting will not last long. Even those receiving Kyagulanyi will soon get tired of him,” Odoi said.

Political analysts note that Uganda’s opposition has struggled with cohesion since the 2021 elections.

Unlike previous opposition’s leadership under Kizza Besigye, which displayed coordinated strategy and unified messaging, NUP under Kyagulanyi has suffered from infighting, inconsistent public communication, and fragmented strategic vision.

Kyagulanyi’s absence has exposed not only personal leadership weaknesses but also systemic vulnerabilities within the opposition facing internal mistrust, strategic ambiguity, and a growing leadership vacuum that could weaken its ability to provide an effective political alternative in Uganda’s increasingly competitive electoral landscape.
