Democratic Party (DP) President Mao Owuor today announced his intention to contest for the position of Speaker of Uganda’s 12th Parliament, signaling a major development in the country’s political landscape.

Speaking at a press briefing today, 24th February, 2026, at the DP Headquarters on Balintuma Road, Mao clarified that his declaration is not a campaign, in line with parliamentary rules that prohibit active lobbying for the position.

“I believe in following the rules. The Speaker’s office demands dignity and impartiality, much like an archbishop, and campaigning is not allowed,” Mao stated.

Reflecting on his decades-long political journey from Makerere University Guild President to MP for Gulu Municipality, District Chairperson, and now DP President, Mao emphasized that his experience equips him to handle the challenges of the Speaker’s role.

“My odds are not the same as other people’s. Please do not measure me by ordinary standards,” he said.

Mao framed his pursuit of the speakership as a mission to ‘balance the boat,’ emphasizing the need for fair regional and political representation in key national institutions.

“Uganda is at a crossroads, with both hope and fear; while we have made progress in some areas, we continue to face setbacks, and though we may win certain battles, the broader fight against grand corruption continues,” he observed.

Highlighting the ongoing cooperation agreement between the DP and the National Resistance Movement (NRM), Mao said it provides opportunities for collaboration.

“I have already written to the National Chairman of the NRM, who is also the President of Uganda, and this week I will reach out to every member of the 12th Parliament,” Mao revealed.

Urging decorum and restraint, the DP Party President called on political actors and citizens to protect the dignity of the Speaker’s office.

“We should never diminish the stature of this office, its purpose is to serve the people of Uganda,” he appealed.

If elected, Mao pledged to make Parliament more people-centered, accessible, and focused on national priorities, including healing, reconciliation, constitutional reforms, and a peaceful political transition.

“The future of this country will depend not only on what government does but also on what we do as citizens. It is the duty of government to free the energies of citizens,” he concluded.

With his decades of experience and clear vision for a balanced, people-centered Parliament, Mao’s entry into the Speaker race sets the stage for potential reforms and strengthened governance in Uganda.
