The fifth Joint Oversight Committee for the Peace Agreement between the Democratic Republic of the Congo (DRC) and the Republic of Rwanda convened in Washington, D.C., on April 23, 2026, to review implementation and express support for ongoing Qatari-mediated negotiations.

According to a joint statement issued on April 24th, 2026, the meeting included representatives from the DRC, Rwanda, the United States, Qatar, and Togo in its role as African Union mediator and the African Union Commission.

The committee assessed progress since the agreement was signed in Washington on June 27, 2025.

The statement highlighted that both sides presented updates on steps taken to reduce tensions and advance implementation on the ground. These updates followed earlier consultations held in Washington on March 17th–18th, 2026, which also focused on confidence-building measures.

Qatar briefed participants on its facilitation of talks between the DRC government and the AFC/M23 group.

The committee noted the importance of these negotiations and described them as complementary to the broader peace framework agreed by the parties.

The committee expressed support for the Doha track and thanked Switzerland for hosting the latest round of discussions. It emphasized that sustained dialogue remained essential for advancing commitments under the agreement and maintaining stability in the region.

“The Parties expressed a shared commitment to maintaining momentum in the peace process,” the statement read in part.

The statement added that the governments reaffirmed their appreciation to the United States, Qatar, the African Union Commission, and Togo for continued diplomatic support. It also indicated that participants agreed to sustain engagement and build on progress already recorded.

The committee’s review is expected to inform subsequent diplomatic efforts tied to the Washington agreement.
