
The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, the Archbishop of the Church of Uganda (COU), has urged the government to reinforce local investors and foster an atmosphere that will allow them to prosper and contribute to Uganda’s economic expansion.
Archbishop Kaziimba said this during a meeting with Ugandan businessman Frank Twine, the proprietor of Fraine Supermarkets and Kinkiizi Traders Ltd, on Thursday, September 24th, 2026.
The Most Rev said that Twine reliably informed him that government awards greater attention and incentives to foreign investors compared to their local counterparts.
“Twine has told me that his five Fraine Supermarket branches employ 720 people, while his other companies employ more than 600 people. These are jobs being created for Ugandans, and the money generated remains within and continues to circulate in our economy,”Archbishop Kaziimba said.
He added that local investors should equally be supported through incentives such as tax holidays, diplomatic support to ease their international travel, and other forms of facilitation extended to foreign investors.

Twine, who is also the Head of Laity for Makerere Archdeaconry in the Diocese of Kampala and is a Canon of St. Peter’s Cathedral, Nyakatare in the Diocese of Kinkiizi commended Archbishop Kaziimba for advocating for local investors and championing the Church’s drive towards self-reliance.
“We certainly face many challenges in doing business, but because we serve a living God, we continue to persevere. Taxes are high, while some investors receive free land, tax exemptions, recognition and other incentives. Such support is extremely rare for local investors, yet we contribute significantly to the national economy,” Twine noted.
During the visit, Archbishop Kaziimba presented Twine with an award in recognition of his outstanding contribution towards Church of Uganda’s self-sustainability agenda.
