UN Rights Chief Warns Against Intrusive Actions in Venezuela

The UN High Commissioner for Human Rights Volker Türk, has warned that Venezuela remains gripped by fear and repression, insisting that the country’s future must be determined by its own people not external forces or excessive state control.

Addressing the United Nations Human Rights Council, Türk criticized emergency measures imposed after the January 3 U.S. military intervention, saying they have enabled intrusive actions by security forces and armed civilian groups under the guise of national security. He urged authorities to reassess the decree to ensure it is both necessary and proportionate.

Türk acknowledged the government’s recent Amnesty Law, which authorities claim has led to the release of thousands of detainees.

His office has verified the release of at least 950 individuals, including journalists, political actors and human rights defenders. However, he stressed that many should never have been detained in the first place.

The High Commissioner expressed alarm over continued reports of torture, ill-treatment and poor detention conditions, particularly in facilities such as Rodeo 1 and Fuerte Guaicaipuro.

He also raised concern over the detention of vulnerable groups, including the elderly, persons with disabilities and even a child.

Beyond individual cases, Türk warned of a broader erosion of civic space, noting that restrictive laws and years of repression have created a climate of fear, silencing dissent and discouraging public participation. Previous UN findings have similarly pointed to rising arbitrary detentions and shrinking freedoms in the country.

He outlined key priorities, including the unconditional release of remaining detainees, reforms in the justice and security sectors, disarmament of armed groups, and improved access to essential services such as healthcare and food.

While welcoming renewed cooperation, including visa approvals for UN staff, Türk emphasized that sustained international presence is critical.

Ultimately, his message was clear: lasting stability in Venezuela depends not on force or emergency rule, but on restoring rights, accountability and the voice of its people.
