Police in Kampala are calling for stricter enforcement of safety measures at swimming pools nationwide following the tragic drowning of a Senior Six student at Seeta High School’s Mbalala campus in Mukono district.
Kevin Nsamba, 21, died on August 3 after jumping into the deep end of the school’s swimming pool without authorization, shortly after a football match with fellow students.
Police spokesperson Kituuma Rusooke, speaking at the weekly security briefing, urged swimming pool owners and operators to establish clear guidelines governing pool use and capacity to prevent similar incidents.
He questioned the protocols and guidelines behind the use of the swimming pools especially about the capacity (number of people) the swimming pool can accommodate.
“Do people just come and run into the pool and take over? We have heard of many swimming pools in town that are fond of crowding. We shall arrest proprietors because of negligent, reckless and unregulated conduct,” Rusoke warned.
The incident occurred under the watch of a lifeguard who has since been arrested and is assisting police with investigations.
CCTV footage shows Nsamba diving into the pool, resurfacing once, then disappearing underwater. His absence was only discovered during a roll call after a scheduled movie session, triggering a search that led to the recovery of his body.
Police and forensic teams are reviewing evidence to determine if negligence or delayed response contributed to the death.
