URA’s New Outreach Strategy Wins Over Lango Educators

Uganda Revenue Authority (URA) is gradually changing its image in the Lango sub-region through a new approach focused on education, empathy, and open dialogue.

During an interactive session with teachers and school administrators, focusing on Pay as You Earn (PAYE) and Withholding Tax (WHT), URA officials were praised for their empathy and accessibility.

“We used to fear URA so much. They always seemed tough and unapproachable. But today was different. The officers were kind, patient, and took the time to explain everything clearly. I felt free to ask questions and even approach them for help,” Ogwal Benard of Lokosi Investments Ltd said.

URA’s tax education team, led by Andrew Kyakonye, guided participants through a comprehensive overview of employer responsibilities, rights, and practical steps for using online tools to file and pay taxes.

The training sessions not only demystified the tax process but also built trust and transparency between URA and the local community.

Ayo Harriet Bogere, Director of Alebtong Kids of Light School, described the training as an eye-opener.

“I came here mainly to understand withholding tax. For years, I didn’t know how it’s computed. Now I finally understand how PAYE works too,” She said.

However, she cautioned against a recurring issue involving individuals exploiting public ignorance by charging excessive fees for services like obtaining a Tax Identification Number (TIN).

“Some people are charged over UGX 50,000 just to get a TIN. If URA provided step-by-step guidance, especially through one-on-one sessions, it would make a huge difference,” Bogere said.

Immaculate Iyogil, head of the Lira Domestic Tax team, acknowledged URA’s shift in strategy appreciating the milestones by URA in successfully educating clients, engaging them multiple times to help them comply.

“There’s no scenario where we simply close down businesses without engaging the owners first,” Iyogil explained.

In engaging directly with communities and key stakeholders, URA is not only demystifying negative perceptions about taxation but also fostering trust, transparency, and a more collaborative approach to tax compliance.
