UPC Sets Dates, Fees for Presidential and Local Primaries

The Uganda People’s Congress (UPC) has officially launched its internal electoral roadmap, outlining the guidelines for selecting candidates in preparation for the 2025-2026 general elections.

The announcement was made today, April 28, 2025, at a press conference held at the party’s headquarters in Kampala.

Hajji Kazimbiraine Mahmoud, the party’s Electoral Commission Chairman, emphasized the importance of adherence to the roadmap and called on all members; particularly the youth to actively engage in the electoral process.

“As we release our electoral roadmap today, we urge all party members, especially the youth, to embrace this process and be part of the journey ahead. There are numerous positions open at all levels, and as UPC, we encourage young people to step forward, contest, and occupy these key elective positions,” Kazimbiraine said.

Kazimbiraine, in announcing the nomination fees for various party positions, urged  candidates to demonstrate the financial capacity required to run successful campaigns.

“For those aspiring to run for party president, the nomination fee is set at 20 million UGX. For parliamentary candidates, the fee is 1 million UGX, while LC5 chairpersons and mayors will pay 500,000 UGX. If a candidate cannot afford these fees, they may not be prepared to lead, as funding a campaign is a fundamental part of the process,” he added.

According to the released roadmap, those wishing to contest for the UPC presidency can pick up application forms from the party headquarters between May 5 and May 20, 2025. The election for party president, followed by the swearing-in ceremony, is scheduled for July 30, 2025.

UPC now joins other political parties, including the Democratic Party (DP) and the Forum for Democratic Change (FDC), which have already released their own electoral roadmaps.

Each party has set different fees for candidates wishing to contest for leadership positions, with the Democratic Party setting its presidential nomination fee at 10 million UGX, and FDC at 5 million UGX.
