Ssemakadde Bangs Justice Ssekaana’s Table, Orders Boycott over Judicial Misconduct

Ssemakadde issued an impromptu directive ordering the Society to boycott Judge Musa Ssekaana over judicial misconduct.

Uganda Law Society President Isaac Ssemakadde has once again banged the tables, exercising his legal power to promote the integrity of the law courts and overall justice.

In the new executive order RnB No.3 of 2024, dated Sunday, December 15, 2024, Ssemakadde issued an impromptu directive ordering the Society to boycott Judge Musa Ssekaana over judicial misconduct.

The order issued under Section 10 of the ULS charged Judge Ssekaana with at least 18 instances of judicial misconduct.

According to the Society, Ssekaana’s actions exhibited abuse of power, displayed bias and prejudice, ignored the law in court, failed to recuse himself from cases despite clear conflicts of interest, and engaged in intimidation and harassment.

As a consequence, for these actions, the Society revoked the ULS award of ‘Excellence from the Bench,’ which he attained in the year 2021.

“The Uganda Law Society directs Judge Ssekaana to return the said award and remove any reference to it from his website, curriculum vitae, and all other publications where he has listed it as an achievement,” the statement read.

This directive comes after the High Court under Justice Ssekaana’s order obstructed the Uganda Law Society’s extraordinary general meeting (EGM) and elections that were scheduled for December 17, 2024.

Justice Ssekaana in this order cited illegalities for the meeting and criteria for the unfilled posts.

In response to the incident, the ULS condemned the principal judge for failing to take appropriate administrative action against Judge Ssekaana despite the complaints against him.

Ssemakadde instructed the Judicial Service Commission to speed up investigations into complaints against Judge Ssekaana, with findings expected by January 15, 2025, and warned the members of the ULS who fail to comply with the boycott of a pending disciplinary action.

In review of the boycott and judicial performance report, the Society revealed plans to convene a general meeting before January 31, 2024, to review the boycott and discuss the annual judiciary performance report of 2024.
