
At least UGX 22.7 billion in funds linked to corruption-related complaints and cases is under investigation as President Yoweri Kaguta Museveni’s anti-corruption campaign gains momentum across the country.
The “Expose the Corrupt” campaign, led by Local Government Minister Balaam Barugahara and the State House Anti-Corruption Unit (SHACU), has so far led to the arrest of 267 suspects, interdiction of 253 officials and arraignment of nearly 40 people.
SHACU head Brig Gen Henry Isoke said the UGX 22.7 billion represents funds implicated in ongoing investigations and should not be taken as money conclusively established to have been stolen.
The campaign, involving SHACU, the Criminal Investigations Directorate (CID), the Directorate of Public Prosecutions (DPP) and other agencies, is investigating procurement, land administration, PDM funds, infrastructure, education, health and other government programmes.
Isoke said complaints received by SHACU have generated 124 case files at various stages of investigation, review and prosecution.
He defended the gap between arrests and court cases, saying investigations must establish sufficient evidence before suspects can be prosecuted.
“Before a person is taken to court, the investigators and prosecutors have to establish that the available evidence supports charges,” he said.
President Museveni urged government leaders to engage directly with citizens to establish whether public programmes are delivering services as intended.
“This campaign, which people like Balaam are doing, is implementing what NRM has been telling you all the time,” he noted.
Isoke highlighted that the campaign is currently operating in Bunyoro, covering Kiryandongo, Masindi, Buliisa, Hoima and Hoima City, with the broader aim of recovering public resources, strengthening accountability and improving service delivery.
