The Minister for Lands, Housing and Urban Development, Judith Nabakooba, has called for stronger collaboration and a solid legal framework to support sustainable growth in Uganda’s real estate sector.
Nabakooba made the remarks on the opening day of the Land and Real Estate Conference 2026 (LREC2026) at Mestil Hotel in Kampala during a two-day event running from August 3rd to 4th, 2026.
The conference brings together real estate professionals and other industry stakeholders to discuss the future, growth and transformation of Uganda’s property sector.
Nabakooba said Uganda’s real estate market is growing at approximately 7% annually, due to growing investment in the sector.
“Uganda’s real estate market is growing at approximately 7% annually, driven by increased investment and infrastructure development across the country,” Nabakooba said.
She noted that strong laws are essential for creating an environment where investors can operate with confidence.
“Real estate and the law must work hand in hand. Building on a solid legal foundation is what allows investment to prosper and the sector to grow,” Nabakooba noted.
The minister also urged stakeholders to embrace transparency, trust and collaboration as the sector expands.
“Sustainable growth begins with transparency, trust, and a shared vision,” she said.
The conference is expected to provide a platform for discussions on land management, investment, urban development, housing and the regulatory environment governing Uganda’s real estate industry.
