President Yoweri Kaguta Museveni has instructed leaders in the Rwenzori sub region to rigorously monitor the implementation of the Parish Development Model (PDM) to ensure its success in transforming households into participants in the money economy.
Speaking at a leaders’ meeting on April 13, 2025, at Bumadu Primary School in Bundibugyo district, Museveni stressed the need for consistent follow-up and community guidance.
“PDM is a transformative initiative, and its success depends on close monitoring and leadership at all levels,” he emphasized.
During the meeting, local leaders appealed to the government to provide cocoa value addition machinery, citing a high number of cocoa farmers in the region.
In response, the President encouraged locals to utilize land productively, referencing the success story of Bernard Kacuuro, a cocoa farmer and fish entrepreneur.
Museveni also directed leaders to ensure full implementation of Universal Primary Education (UPE) and Universal Secondary Education (USE) in government schools to empower the youth.
Later, the President commissioned the Rwenzori Zonal Presidential Skilling Hub in Ntoroko district, where he urged Ugandans to embrace innovation.

He also met with local journalists at Fort Portal Presidential Lodge, advising them to report accurately and support the wealth creation agenda.
Museveni further announced that the government will equip parish chiefs with computers and tools to enhance their performance in PDM implementation. he also supported the local journalists with Shs100million and a media Van.
He is expected to address a public rally in Kasese on Wednesday before proceeding to the Tooro sub region.
