Kyagulanyi Launches Presidential Manifesto in Busoga, Vows to Restore Term Limits and Rule of Law

The National Unity Platform (NUP) president, Robert Kyagulanyi Ssentamu, launched his presidential campaign manifesto in Busoga sub region, pledging sweeping reforms, restoration of constitutional order, and the return of the rule of law.

Addressing supporters on Monday, 29th September, 2025, in Buwenge Town, Jinja district,  Kyagulanyi said his first priority as president would be to reinstate presidential term and age limits and reduce the executive powers of the president.

“We shall build an accountable government by restoring presidential term and age limits. The powers of the president will be reduced,” Kyagulanyi declared.

“The Chief Justice and other judges will no longer be handpicked by the head of state but appointed through an independent judicial commission. Parliament, too, will be free to function without interference,” he added.

He emphasized that constitutionalism and the rule of law would be at the core of his administration, ensuring respect for human rights and justice for all Ugandans.

“We are going to restore freedom, constitutionalism, and rule of law. You will not see officers torturing people in basements. Every Ugandan will be free to speak without fear,” he stated.

The NUP leader also outlined reforms in key social sectors, including health, education, and infrastructure.

His pledges include expanding access to clean piped water, reducing electricity costs, providing free sanitary pads for primary school girls, free meals in government schools, tripling the recruitment of health workers, fighting sectarianism, creating jobs, and curbing land grabbing.

Kyagulanyi is scheduled to continue his campaign trail across Busoga, moving through Kamuli and Buyende districts on Tuesday, 30th September, before proceeding to Kaliro, Luuka, Bugweri, Namutumba, Mayuge, Iganga, Namayingo, and Bugiri.

Meanwhile, NRM candidate President Yoweri Kaguta Museveni kicks off his campaign in Luwero District today, 30th September, 2025 as FDC’s Nandala Mafabi campaigns in Buvuma District.

With the campaign season underway, Ugandans will be watching closely to see which candidate’s message connects with the people as the nation heads toward the 2026 elections.
