The Justice Forum (JEEMA) party has demanded that the Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, order the immediate production of opposition activist Sam Mugumya alive before the High Court, and allow an independent probe into alleged torture at a Special Forces Command (SFC) detention facility at Abayita Ababiri.
According to Swaibu Kagwa Nsereko, JEEMA’s spokesperson, the party has taken note with concern of a video statement released on September 30th, 2026, by Lt Herbert Mabonga Matanda, who identifies as a former Intelligence Officer of the Defence Intelligence and Security (DIS).
In the video, Mabonga alleges the existence of illegal detention facilities operated by the Special Forces Command (SFC) at Abayita Ababiri along Entebbe Road, and the torture of Mugumya, who has been missing since August 26th, 2025.
“Science can clarify the authenticity of the content anywhere, anytime. But for the UPDF to dismiss the allegations and at the same time declare Lt Mabonga AWOL lends credence to his claims as an insider speaking out in a hostile environment,” Nsereko stated.
The JEEMA spokesperson noted that a High Court Habeas Corpus Order for the production of Sam Mugumya remains unanswered by the Attorney General, UPDF and Uganda Police for over a year, in violation of Article 23 of the Constitution.
Nsereko said this is the second incident after the Eddie Mutwe case in May 2025, where the Minister of Justice and Constitutional Affairs himself admitted that a suspect appeared in court “showing signs of torture.”
Upholding the party’s position, Nsereko said Uganda cannot be governed by safe houses, citing Article 44 of the Constitution, which provides that freedom from torture is non-derogable, and Section 176 of the UPDF Act, which provides that all detention must be in gazetted places.
“Therefore, JEEMA demands that Gen Muhoozi Kainerugaba should order the immediate production of Sam Mugumya alive before the High Court as required by law,” Nsereko said.
He further demanded that the Uganda Human Rights Commission and the Uganda Law Society be allowed immediate and unfettered access to the facility at Abayita Ababiri and all SFC detention sites, with independent medical examination of all detainees.
“The UPDF is a national army, sustained by the taxpayer and not a partisan force. Therefore, its integrity depends on transparency. The best way to defend the honour of the CDF and our army is not denial, but a credible, public investigation,” Nsereko emphasized.
Nsereko called on President Museveni, Parliament, development partners, and the Inter-Religious Council to join the call for accountability, revealing that JEEMA remains committed to justice, human dignity, and constitutionalism.
