Government to Increase District Annual Road Maintenance Funding to UGX 3 Billion

President Yoweri Kaguta Museveni has announced that government is ready to increase annual road maintenance funding to districts from Shs1 billion to Shs3 billion, on condition that local leaders account for existing allocations and clearly demonstrate the need for additional resources.

The President, who is also the National Resistance Movement (NRM) presidential flag bearer, made the remarks while addressing a public rally in Kassanda District.

He expressed concern over the poor state of some district roads despite regular funding from central government.

Museveni questioned how the Shs1 billion sent annually to districts for road maintenance is being utilized, citing the poor condition of the road he used to access the rally venue.

“The road I used to come here is very bad, yet we send Shs1 billion to the district every year. The question is, where does the money go?” he said.

The President warned district leaders against mismanagement of public funds, noting that weak accountability and lack of supervision often result in poor service delivery.

He urged residents to carefully scrutinize their leaders, saying that electing unaccountable officials ultimately affects development at the local level.

“Do not take voting lightly. When you vote badly, you suffer. If the money we send is not enough, let leaders tell us. Even if it means increasing it to Shs3 billion, we shall do so,” Museveni said.

He reaffirmed government’s commitment to improving road infrastructure across the country, describing roads as a key driver of trade, access to markets, and wealth creation. According to the President, better roads help open up communities and support economic transformation.

Museveni also called on district leaders to be transparent and proactive in engaging central government on challenges affecting service delivery, rather than remaining silent as citizens continue to suffer from poor infrastructure.

He concluded by reminding residents that peace and stability under NRM leadership have enabled sustained investment in infrastructure and public services, urging voters to support the ruling party to ensure continuity of development programs nationwide.
