EC Orders Immediate Probe after Saturday’s Clashes at NUP Rally in Gulu

The Electoral Commission (EC) has ordered an immediate investigation and restraint from all security agencies after the violent confrontations that marred presidential candidate Robert Kyagulanyi Ssentamu’s campaign rally in Gulu over the weekend.

In a statement issued on Sunday, 7th December,2025, EC Chairperson Justice Simon Byabakama Mugenyi said that the incident was uncalled for especially just days after a meeting between presidential agents and police where all parties committed to peaceful conduct.

“Violence is inconsistent with the Commission’s enduring calls on all stakeholders to act peacefully and in accordance with electoral laws to enable Ugandans have free, fair and credible elections,” he said.

Justice Byabakama called on the Uganda Police Force to investigate the circumstances that led to Saturday’s confrontation and ensure that those responsible are subjected to the full force of the law.

“Law enforcement agencies should exercise restraint and use proportionate, lawful and humane means while enforcing compliance with electoral laws and guidelines,” Byabakama stated.

The statement comes amid heightened political tensions less than two months before the January 2026 general elections, with recent weeks seeing repeated clashes between security forces and opposition supporters.
