The Uganda Prisons Service has confirmed the appointments, transfers, and leave arrangements of nine top senior officers reaffirming the Prisons Service’s commitment to continuous institutional improvement.
Effective December 1st, 2025, the reshuffle is part of an ongoing effort to enhance professionalism and operational efficiency across the country’s prison facilities.
According to an official press release, Frank Baine Mayanja, Senior Commissioner of Prisons and Service Spokesperson for Cooperation and Corporate Affairs said that the changes involve the reassignment of senior officers to key positions to ensure stronger oversight, improved management, and seamless service delivery.
Among the major changes is the appointment of SP Peter Muheki to Gulu, where he assumes the pivotal role of District Prisons Commander (DPC).
Other adjustments include: ASP Dorcus Polly Abalo who moves from Bushenyi Main (Nyamushekyera) to Sheema (Nyakashambya) as Officer in Charge while SASP Benjamin Lodda Magoola, formerly at Sheema (Nyakashambya), proceeds on accumulated leave.
Similarly, as ASP Michael Byamukama is transferred from Tororo Main (Morukatipe) to Nakisunga as Officer in Charge, ASP Peter Isingoma moves from Nakisunga to Mityana as District Staff Officer and ASP Robert Sande joins Tororo Main (Morukatipe) as Deputy Officer.
In the Upper prison reshuffle, ASP Emmanuel Hiire is posted for duty from Kakika (Kyamugorani), ASP Trevor Akwanya Alenyo heads to Tororo Main Upper Prisons for duty and finally ASP Edmund Turihoahabwe transfers from Soroti Main to Upper Prisons for duty.
All officers affected by the reshuffle are expected to report to their new stations immediately, and regional and district commanders have been directed to supervise smooth handovers to maintain uninterrupted operations.
The Uganda Prisons Service emphasized that the appointments and transfers reflect a clear focus on capacity building, professionalism, and accountability within its ranks.
