Ex-Rakai Service Commission Chair Sentenced to Five Years Over Job Bribes

The Anti-Corruption Division of the High Court has sentenced former Rakai District Service Commission Chairperson, Mpuga David, to five years in prison or a fine of UGX 7.2 million after he was found guilty of soliciting bribes from job applicants.

According to a statement issued by the State House Anti-Corruption Unit on Tuesday, July 15, 2025, Mpuga was convicted for demanding UGX 20 million from a candidate seeking the position of Agricultural Officer in Rakai District.

“The accused entered into a plea bargain where he compensated the victim with UGX 30 million and will not be serving in the Government of Uganda for the next 10 years,” the Unit noted.

Mpuga was initially charged on October 7, 2024, with three counts of corruption before the Anti-Corruption Court. His arrest followed complaints filed with the Resident District Commissioner (RDC) of Rakai, who reported a pattern of bribery in public job recruitment under Mpuga’s leadership.

Investigations and prosecution were carried out by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

The Unit further revealed that nationwide investigations into alleged sale of jobs by various District Service Commissions are ongoing, with recent arrests recorded in Mpigi and Gomba districts.
