The dispute now places Tooro at a delicate crossroads between customary authority and Uganda’s legal framework. Omusuuga Kamurasi has called for respect for tradition and the law, while President Museveni has called for peace and unity among the Batooro.
On commercial diplomacy, the United States is shifting assistance toward private-sector-led growth, including efforts with Australia, Japan, New Zealand and Taiwan to connect every Pacific Islands Forum country to a trusted undersea cable network. For the EASF, the immediate challenge is turning political commitments into practical capacity. Its leadership wants the force to move beyond being a regional arrangement on paper and become a properly funded, politically supported and operationally ready mechanism capable of responding when crises emerge.
According to officials, the repatriation was facilitated through cooperation between the governments of Uganda and South Sudan. Under the new system, successfully registered foreign nationals will be issued Alien Identification Numbers (AINs) and Alien Identification Cards, which will serve as official identification documents for foreign residents in Uganda. The validity period of each card will correspond with the duration of the holder’s immigration permit or authorized stay.
