Türk emphasized the fact that gross human rights violations are still taking place in the country and may even be crimes against humanity that demand accountability through the International Criminal Court and universal jurisdiction.
“The UPC therefore respectfully calls upon His Excellency President Yoweri Kaguta Museveni, pursuant to Article 91(3)(b) of the Constitution of the Republic of Uganda, to withhold assent to the Bill and return it to Parliament for further scrutiny, wider consultation, and reconsideration,” the statement read in part.
Amuriat said citizens from across civil society, academia, and political groups presented a united front before Parliament’s joint committees, with the majority rejecting the bill.
“Replace the sovereignty bill with a national civic defense program, disaster response, and defense skills. Include the diaspora through embassies instead of criminalizing them. Ensure parliamentary oversight to prevent abuse, because this is the only way we shall adequately promote true sovereignty,” Nsereko said.
