The government has been implementing the restructuring of teacher education through the establishment of UNITE and the transition from the previous college-based system. The reforms have included the phasing out of the traditional National Teachers Colleges and Primary Teachers Colleges as institutions for teacher training, with teacher education being reorganised under the new framework.
Upholding the party's position, Nsereko said Uganda cannot be governed by safe houses, citing Article 44 of the Constitution, which provides that freedom from torture is non-derogable, and Section 176 of the UPDF Act, which provides that all detention must be in gazetted places.
“The poor are not allowed to build in wetlands and cut forests, but the rich who have money are given permission to build and destroy the environment. If we are to preserve the environment, the NEMA laws should be fair to all, whether rich or poor.”
