The judicial officer presiding over the case, Magistrate Rophine Achayo, granted each of the eight doctors cash bail of UGX 200,000, while their sureties were each ordered to execute a non-cash bond of UGX 3 million.

The latest charges were filed shortly after Kivumbi secured bail in a separate terrorism case before the International Crimes Division of the High Court.

Muntu described the country's human rights situation as increasingly worrying, pointing to the continued detention of Dr. Kizza Besigye beyond the constitutional 180-day limit for automatic bail, the banning of lawyer Martha Karua, and the recent abduction of Muwanga Kivumbi following his release on bail.

“From the bail application, applicant 1 Muwanga Kivumbi and 16 others have been granted bail Kivumbi has to pay a cash bail of 10 million Ugx and the 16 co-accused cash bail of 1 million Ugx, the other 6 applicants have been denied bail due to issues with their sureties” Hatanga said.

Kivumbi, the former Butambala County MP, and his co-accused are facing terrorism-related charges stemming from arrests made between January 2nd and 14th, 2026, in Butambala district. Their arrest followed a security operation at Kivumbi’s home during which more than seven people were reportedly shot dead.

According to the prosecution and bail conditions, the trio were barred from flying out of the country before the case is closed, cautioned against interfering with the ongoing investigations and witnesses, among others. The court, therefore, warned that any violation of the said conditions could result in revoking their bail. 

Kisaka assumed office on July 23, 2020, after being recommended by President Museveni and approved by the Public Service Commission following Jennifer Musisi’s resignation.

The protests were part of a broader movement against corruption, particularly targeting Speaker of Parliament Anita Among, who has faced accusations of corruption practices.
