Police Urge the Public to Teach Children Tactics used by Paedophiles

Uganda Police has advised parents, local leaders, and non-governmental organisations to teach and enlighten the children on some of the tactics predators normally use to have their way with them, so that they are not easily swayed by paedophiles and small gifts.

The remarks were made by the Kampala Metropolitan Police Spokesperson, ASP Luke Owoyisigyire, on March 11, 2024, in a police press statement following the defilement and rape of a 14-year-old female juvenile after being lured with sweets into the rapist’s house in Kasubi town, Rubaga division.

The police statement indicates that the victim was raped by Jackson Lutaya, a 30-year-old resident of Kasubi town in Rubaga division, who found her at a tap in the area where she had gone to collect water and convinced her to escort him back to his place, which she at first refused to do.

According to Owoyesigyire, the victim revealed that she was only convinced to go with Lutaya after she was persuaded that he would give her sweets only if she escorted him back to his home, which she did. He said that the victim was thereafter raped and threatened to be killed if she told anyone about what had happened.

’’This 14-year-old female juvenile escorted Lutaya up to his home innocently without knowing his evil actions, and sadly, when they reached inside, he grabbed her, threatened her with death, defiled her, and let her go afterwards,’’ ASP Owoyisigyire revealed.

Owoyisigyire said that Lutaya is currently on the run, and the hunt is on to have him arrested for aggravated defilement.

The Kampala Metropolitan Mouth piece also urged parents and the public to educate their kids about how child predators operate so that they do not fall prey to their evil, promiscuous acts.

He further appealed to the members of the public to be vigilant and urged anyone with information about the suspect to inform the police so that he would be punished for his disgraceful actions.
