The Deputy Director General of the Internal Security Organization (ISO), Colonel Emmy Katabazi, has urged political commissars to remain disciplined, embrace ideologies of patriotism, pan-Africanism, democracy, and socio-economic transformation, and work with other forces to make Uganda a better place.

Col. Katabazi said this during his lecture of opportunity on Labour Day to 200 army officers from various UPDF units that are attending a three-month basic cadre development course at the Oliver Reginald Tambo School of Leadership and Pan-African Centre of Excellence Training-Kaweweta in Nakaseke district.

The Deputy Director General of ISO asked the trainees to be patriotic pan-Africans and asked them to exercise their strength by protecting Uganda.

Col. Katabazi called upon trainees to embrace ideological independence and asked them to remain disciplined in their areas of duty. He urged the trainees to work hard in order to attain socio-economic growth and fight against Neo-colonialism since Uganda is rich with resources and raw materials.

“The colonialists don’t want Africans to gain anything, and that is why they get the coffee and cotton we are growing and sell it back to us,” Col. Katabazi said.

He cautioned the officers against depending on salary alone, advising them to think outside the box. He also urged them to embrace the spirit of saving.

“The colonialists brought us education that is hard to understand and complicated. But the great businessmen in town don’t have degrees. The late Mulwana didn’t have a degree but had the brains to establish factories. So never stop to think about knowledge of transformation,” he noted.

Col. Katabazi explained what is entailed in the Parish Development Model (PDM) and emphasized that government activities be arranged according to the PDM, which is comprised of mindset change, infrastructure, social services, and financial inclusion, among others.
