Zahrah Luyirika, the City Council Speaker at the Kampala Capital City Authority (KCCA) has said Erias Lukwago, the Lord Mayor of Kampala City, is a disgrace to the KCCA.

According to Zahrah, despite being a lord mayor for more than two decades, Lukwago has not provided substantial leadership required to transform Kampala City.

Speaker Zahara and other City Councillors also blamed Lukwago for failing to present a comprehensive report about the recent Kiteezi landfill disaster from which a discussion should be developed for action to be taken.

They have also accused Lukwago of conniving with Hajjat Minsa Kabanda, the Minister for Kampala Capital City and Metropolitan Affairs, to lock the Council Chambers where they were supposed to have the Council meeting to discuss the contemporary issues affecting the institution.

“Lukwago, you’re a disgrace to the people of Kamapla who entrusted you with the Lord Mayor’s seat. It’s unfortunate that you have teamed up with the state to fight against us. You have locked the chambers because you don’t want us to continue demand for the report. You should know that the blood of the victims in the Kiteezi tragedy is in your hands,” Speaker Zahara said.

Muhammad Wasswa Mwanje, a city Councillor from Makindye East, said that he is disappointed with Lukwago’s illegal action of locking the chambers where Councillors sit to discuss matters of the institution.

“We found our chambers closed, and those behind it are Lukwago and Kabanda because they don’t want the report on the Kiteezi disaster to be discussed for the victims to get a fair hearing. The victims can’t now go to court for a fair hearing because they don’t have substantial evidence,” Mwanje said.

However, Daniel Nuwabine, head of Public and Corporate Affairs at KCCA, said that the Council couldn’t sit because the Executive Director, who is the clerk to the Council, is not available.

“The Executive Director is the clerk to the institution. She is supposed to take minutes and advise the technical wing. So in her absence, minutes can’t be taken. Therefore, Minister Kabanda advised the Speaker to postpone the council meeting,” Nuwabine said.

In the emergency meeting called by the Speaker Zahara, it was resolved that the council meeting would be postponed to Tuesday next week. However, efforts to access Lukwago’s response on the arising matters remain futile.
