Kiteezi Report Saga Deepens as KCCA CEC Boycotts Council Meeting

The presentation of the recent Kiteezi tragedy report before the Kampala Capital City Authority (KCCA) Council has become stressful after the City Executive Committee (CEC) headed by Erias Lukwago, the Lord Mayor of Kampala City, boycotted the Council meeting on Tuesday, October 1, 2024.

Zaharah Luyirika, the Speaker of the KCCA Council, revealed that legally, Lukwago, the head of the CEC is required to account to the Council, however, he has deliberately failed to present the Kiteezi report, which undermines the powers of the Council to serve the people of Kampala city.

During the Council meeting convened by the speaker on Tuesday, October 1, 2024, at City Hall, different City Councilors proposed that the Council should summon Lukwago to respond to its report quest. Others proposed to sue Lukwago because his refusal to attend the Council contravenes the KCCA law.

Nasur Masaba, the Authority Deputy Speaker, however, said that the CEC shouldn’t be summoned, but disciplinary action should be taken against Lukwago and the Executive Director(ED).

“This is an indiscipline case because Lukwago is protecting himself by disappointing the Council. He is the one calling the ED and other leaders intimidating them not to attend the council meetings because he is also implicated in the report that we are demanding. He should also resign because he failed to work with the technical team to prevent the Kiteezi tragedy,” Masaba said.

According to Faridah Nakabugo, a city councilor, Lukwago and his counterparts seem to be playing dirty politics.

“Lukwago is just playing politics, which is why he is always before the media to show to the public that NUP councilors have done nothing. Because he is FDC and the majority of Councilors are of NUP party,” Nakabugo said.

Commenting on the way forward, the Council resolved to constitute a reporting committee of seven Councilors from different political parties to have a study tour to Kiteezi and make a comprehensive report that will be presented to the council on October 15 2024.

Recently Frank Rusa Nyakaana was appointed as the interim ED two days after the dismissal of Dorothy Kisaka following the Kiteezi landfill disaster that claimed over 30 lives.
