Kampala Land Board Chairperson Re-arrested over New Fraud Allegations

The State House Anti-Corruption Unit working with Uganda Police have rearrested the Kampala District Land Board Chairperson, David Balondemu who is also a proprietor of M/S Bloom Advocates (by proxy) over new fraud allegations.

Balondemu is accused of defrauding KG Unlimited LLC, an American Company UGX 2.2Billion in a purported procurement of a water plant by Ministry of Agriculture.

The fraudsters (M/S Bloom Advocates) claimed that Public Procurement and Disposal of Public Assets Authority (PPDA) was conducting the procurement on behalf of Ministry of Agriculture.

The scammers allegedly claimed that the Ministry of Agriculture was using PPDA to handle the procurement and that all payments were made using an account owned by M/S Bloom Advocates.

Balondemu is alleged to be the proprietor of the law firm through proxies.

The re-arrest comes a few weeks after Balondemu was arrested by State House Anti-Corruption Unit over a deal in which Korean investors were defrauded over UGX 2.2Billion.

It is alleged that Balondemu got $600,000 (about UGX 2.2Billion) in his offices of M/S Balondemu & Co Advocates along Parliamentary Avenue by fabricating a story about selling 53 kilograms of gold to Hyun Uk Kim, which was untrue.

Balondemu is charged with utilizing his legal knowledge to craft a complex plan that persuaded the Korean nationals to give up the funds.

The suspect was recently charged, granted bail, then re-arrested on November 17, 2023, and taken into custody.
