Kabuleta Slams Gov’t Over Creation Of Private Security Company

The National Economic Empowerment Development (NEED) party President, Joseph Kiiza Kabuleta has lashed out at government for the creation of a new private security company which he prophesied that it could be another replica of Rapid Support Forces which have destabilized Sudan and Wagner mercenary group in Russia.

While speaking at Masengere building in Bulange, Mengo on Tuesday morning, July 18, 2023, Kabuleta said that he is worried after learning that the National Enterprise Corporation (NEC), a commercial arm of the UPDF, has ventured into private security business, creating NEC Security Services Limited.

“This country has been desensitized to certain things that are unheard of…the number one purpose for which we pay government taxes and give them a monopoly over security is to protect all Ugandans and their property. Unfortunately, they are going to seed that work to a private company yet they continue to collect taxes”, he said.

Kabuleta added, “If the government was to do properly, its cardinal role of securing Ugandans, this private security firm would have no business. The only way the government is going to get business for its private security company is by absconding their duty of securing all Ugandans.”

Kabuleta noted, “Some time back I was interrogated for writing that Uganda is becoming Uganda Limited and it is Museveni’s private business. Defence in FY 2023/24 has been allocated Shs 3.3 trillion. It’s unfortunate that the government is starting up a private company to do the same job. “Is the government also going to start a private school, or hospital, what other business is going to start?” he said.

He claimed that President Museveni’s family and Uganda are now like Siamese twins, and they will require top-level surgery to separate them.

Kabuleta fears that NEC security guards if they are touched can be used as the enemies of the state and access heavy military weapons and destabilize the country due to nature of training they are to undergo.

Kabuleeta added that there are many government enterprises making losses like Uganda airlines which was once sold but later came back, though Ugandans do not know its actual shareholders and owners.

On July 14, 2023, NEC Security Services Ltd (NSSL) passed out NEC Security Guards at Katugo Training School. Col Moses Mwesigwa, the General Manager NSSL, said that they will provide Guard Services, Cash and Valuable Metals in Transit, VIP Escort Services, Canine Security, Quick Response Services, Investigations and Fire Fighting and E-Security Content.
