Judiciary Strategic Plan Focuses on Peace, Justice and Strong Institutions

Uganda’s Judiciary is strengthening its role in promoting peace, justice and strong institutions through a new long-term plan. This was highlighted during a high-level meeting held on 21 January,2026, chaired by the Acting Chief Justice, Dr. Flavian Zeija, to discuss the Draft Judiciary Sixth Strategic Plan covering the Financial Years 2025/2026 to 2029/2030.

The meeting of the Planning, Development and Finance Committee took place at the Court of Appeal Conference Hall in Kampala. It focused on ensuring that the Judiciary’s future direction is in line with national and international priorities such as Vision 2040, the Fourth National Development Plan and global frameworks that promote the rule of law and institutional stability.

In his opening remarks, Dr. Zeija said the strategic plan is not just an administrative requirement but a clear commitment to strengthening the justice system. He explained that a strong, independent and efficient Judiciary is essential for maintaining peace, resolving disputes fairly and building public trust.

He added that the meeting aimed to carefully review the proposed goals and strategies so they respond to both national and global challenges. These include economic pressures, climate change, the growth of the oil and gas sector and regional integration, all of which increase the demand for justice services.

Dr. Zeija stressed that the plan must reflect the real experiences of people who use the courts and support the Judiciary’s constitutional role. He noted that the draft plan was developed through wide consultations and careful review of the institution’s strengths and challenges.

The Acting Chief Justice also emphasized the importance of aligning the plan with the Sustainable Development Goals, especially Goal 16, which focuses on peace, justice and strong institutions. He said effective courts help prevent conflict and promote fairness in society.

The draft plan was presented by Dr. Operemo Vincent from the National Planning Authority, alongside legal expert Dr. Atim Patricia, showing strong cooperation across institutions.

Committee members discussed the need to secure and document land for Judiciary infrastructure in areas such as Gulu and Arua, as well as plans for the Luwero High Court building in Nakaseke. They agreed that proper infrastructure is vital for expanding access to justice.

The meeting also addressed staff housing, budget planning, ICT gaps in some Magistrates’ Courts and the need to improve court systems. Members agreed to fast-track digital solutions and review judicial attire to maintain the dignity of the courts.
