IGG Calls on Public Officers to Adopt Simplified Leadership Code Guide

The simplified guide has been jointly developed by the Inspectorate of Government, the Leadership Code Tribunal and the Uganda Law Reform Commission to make the provisions of the Act clearer and more practical for users, particularly public officers required to comply with it.

The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has called on public officers to adopt and use a simplified guide to the Leadership Code Act in order to improve accountability and strengthen compliance with ethical standards in public service.

While closing an external validation exercise of the draft simplified guide to the Leadership Code Act at the Office of the President Conference Hall on Thursday13th March 2026, the Inspector General of Government (IGG) said initiatives that make laws easier to understand are critical in enhancing their effectiveness.

The simplified guide has been jointly developed by the Inspectorate of Government, the Leadership Code Tribunal and the Uganda Law Reform Commission to make the provisions of the Act clearer and more practical for users, particularly public officers required to comply with it.

The IGG thanked participants for taking time to attend the validation exercise and urged them to critically review the draft guide to ensure it clearly communicates the provisions of the law.

“In many instances, laws can appear complex and difficult to interpret, which sometimes limits their effectiveness,” she said.

“Initiatives such as this User Guide to the Leadership Code Act, CAP 33 are therefore very important because they simplify the law and make it more accessible,” she added.

Patricia Achan Okiria the Deputy Inspector General of Government said that the simplified version of the law is designed to present the provisions of the Act in plain language to encourage better compliance among public officials.

According Patricia, when laws are easier to understand, public officers are more likely to follow them, which strengthens integrity and accountability in public service.

Meanwhile, Rose Karugonjo the Chairperson of the Leadership Code Tribunal commended the continued collaboration between the tribunal and the Inspectorate of Government in enforcing the Leadership Code.

The validation meeting brought together public officers from several government institutions including the Office of the Director of Public Prosecutions, Uganda Revenue Authority, Judiciary of Uganda, the Ministry of Public Service and the Ministry of Local Government, among others.

The guide is expected to help public officials better understand their obligations under the Leadership Code and support efforts to promote transparency and ethical conduct in public office.
