Police in Mbarara City North Division have arrested Richard Agumaniiwe, 27, of Katojo Cell, Katojo Ward, Mbarara City South Division after he allegedly struck SP Kennedy Ocaya, the Officer in Charge of Ruti-Mbarara City South Division.
According to Rwizi Region Police spokesperson Samson Kasasira, the incident took place on Monday, December 1, 2025, around 4:00 PM at the Kikona Ruti Town Road junction along the Mbarara-Kabale Road.
SP Ocaya and his team were managing traffic to clear the route for President Museveni’s motorcade, which was arriving from Rwampara District for the day’s final campaign rally.
“Ocaya, together with his junior officers, was clearing the road for the President’s motorcade coming from Rwampara District to Mbarara City for the final rally of the day,” Kasasira explained.
The suspect, riding a Yamaha motorcycle with registration number UAC 177Z, reportedly ignored police instructions to stop. He continued at high speed and intentionally knocked the officer, leaving him with injuries.
SP Ocaya was quickly taken to a nearby health facility for first aid and has since been reported stable.
Meanwhile, Agumaniiwe appeared intoxicated during his arrest and underwent a breathalyzer test, known locally as a ‘Kawunyemu,’ to assess his blood alcohol level as part of the ongoing investigation.
Footage of the incident went viral on social media, with many praising SP Ocaya’s professionalism and calm demeanor despite being struck.
Agumaniiwe remains in police custody as authorities continue investigations and prepare appropriate legal proceedings.
