The Buvuma District Chief Administrative Officer (CAO), Isa Mbooge, has warned civil servants on absenteeism as a critical factor impeding the government’s effort to effectively deliver services to local people.
Mbooge was on Wednesday, September 18, 2024, addressing the annual student leaders’ council sitting for Buvuma district that was held at Nairambi Seed School.
“When you are posted to work here, come and stay at your duty station but not in Kampala. We are employed to work; therefore, we must work to serve our people. I love revolutionary methods of work, and I don’t want to frustrate government efforts,” Mbooge said.
He reaffirmed commitment to ensure effective service deliveries in order to achieve the National Resistance Movement (NRM) manifesto.
According to him, the introduction of the National Development Plan IV (NDP IV) will enhance the government’s commitment to eradicating poverty through enormous industrialization that will also focus on job creation.
Col Emmy Katabazi, the Deputy Director General of the Internal Security Organization (ISO), who was the Chief Guest at the meeting, challenged young people to embrace discipline, handwork, and patriotism in order to spur social and economic transformation.
He tasked student leaders to engage other learners to embrace mindset change, be the game changers in their respective schools, and avoid violent strikes, which he said are destructive to public property.
On the Parish Development Model (PDM), Col Katabazi asked students to encourage their parents to invest wisely to create household wealth. He cautioned beneficiaries against misusing the fund but should properly utilize it to change their livelihood.
The Buvuma District Education Officer (DEO), Hussein Bugembe, recognized government efforts in enhancing education in the area.
He said that the construction of a new seed school in Buvuma has significantly transformed the lives of young people in the district.
Faridah Namusisi, the head teacher of Nairambi Seed School, said that they have recorded an enrollment of over 870 students for the third term.
She requested for more dormitories to be constructed in the school to cater for every student.

According to her, the establishment of seed schools in Buvuma district has significantly reduced cases of dropout.
A total of five schools were recognized for their outstanding achievements in the 2022 Primary Leaving Examination (PLE) and Uganda Certificate of Education (UCE) in February 2023.
The top performers included Nairambi Seed S.S., St. Francis Bubanzi, Namunyolo Buwanzi, and Bulondo Primary Schools.
Buvuma district, made up of 52 islands, is already sending students to universities and vocational schools, paving the way for transformative opportunities for both students and their families.
In 2023, all the 19 students who sat A’level at Buvuma College qualified for admission to the university.
