The Uganda Revenue Authority (URA) is set to commence the exercise of waiving Electronic Fiscal Receipting and Invoicing Solution (EFRIS) outstanding penalties that had been imposed on traders. This comes after the authority invited all traders with outstanding penalties for failing to issue e-receipts and e-invoices to visit their offices from Monday, May 27–31, 2024.

The development was confirmed by URA on Wednesday, May 22, 2023, on their official X handle.

According to URA officials, the agency will be waiving EFRIS penalties that primarily affected traders in Kikuubo and the Central Business District (CBD) who were new to the technology.

“During the above week, URA will waive EFRIS penalties that primarily impacted traders from Kikuubo and the Central Business District (CBD) who were new to the EFRIS technology,” the notice read in part.

The management noted that the agency will further provide taxpayers who are unfamiliar with the EFRIS system with relevant information for future compliance.

The URA also advised traders from other districts to visit their nearest URA regional offices for similar assistance.

Additionally, URA urged all traders who already use EFRIS technology to continue to follow all EFRIS laws and regulations.

“Staying compliant is essential to avoid enforcement actions and ensure a business-friendly environment,” URA stated.

EFRIS entails the use of Electronic Fiscal Devices (EFDs), e-invoicing, or direct communication with business transaction systems to manage the issuance of e-receipts and e-invoices in accordance with the Tax Procedures Code Act 2014.

On May 7, 2024, President Museveni met traders at Kololo Independent Grounds, where he directed the URA to stop all EFRIS-related penalties and forceful implementation of the system and advised them to continue sensitizing the traders.
