Uganda’s Security Fraternity Mourns the Passing of ISO Chief Brig Gen Charles Oluka

Uganda’s security fraternity is in mourning following the sudden passing of Brigadier General Charles Oluka, the Director General of the Internal Security Organization (ISO). Brig Gen Oluka, who had led the ISO since October 2020, passed away on January 29, 2025, leaving behind a remarkable legacy of service to the nation.

A Life Dedicated to National Security

Born in Kumi District, Brig Gen Oluka dedicated his life to the defense and security of Uganda. He joined the Uganda People’s Defence Forces (UPDF) in 1987 and was commissioned as an officer in 1991. Throughout his distinguished career, he undertook various military training programs, including Basic Military Training in Kaweweta, Officer Cadet, Junior Staff and Command Course, Company Commanders’ Course, and Strategic National Security training at Galileo College in Israel.

His rise through the ranks was marked by his strategic thinking and dedication to duty. Before his appointment as ISO Director General in October 2020, he served as the Director of Technical Services at ISO until 2018. His leadership was characterized by a relentless pursuit of national security and inter-agency collaboration.

A Legacy of Commitment and Excellence

Brig. Gen. Oluka’s tenure at ISO was defined by critical security operations that helped to curb organized crime and protect Ugandans. Under his leadership, ISO worked closely with the police’s crime intelligence unit and the Defence Intelligence and Security (DIS) to dismantle criminal networks across the country.

Among his most notable contributions was the crackdown on the notorious Northern Bypass gangs, whose criminal activities had endangered motorists in Kampala. He was also at the forefront of the investigation into the 2021 attempted assassination of Works Minister Gen. Katumba Wamala, a tragic incident that claimed the life of Gen. Katumba’s daughter, Brenda Nantongo.

Furthermore, his leadership played a crucial role in apprehending those responsible for the Greater Masaka machete attacks, which claimed nearly 30 lives in 2021. Brig. Gen. Oluka’s commitment to intelligence-led security operations was evident in his frequent participation in joint security briefings, where he emphasized the importance of coordinated efforts to combat emerging threats.

Respected Among Peers and Subordinates

Brig Gen Oluka was deeply respected by his colleagues and subordinates for his professionalism and leadership. He worked closely with General Wilson Mbadi, the Chief of Defence Forces (CDF), who officiated at his promotion to Brigadier General in February 2024.

His influence extended beyond the security sector, earning him admiration from leaders across Uganda. Former ISO Director General Henry Tumukunde described him as a “dedicated professional” whose contributions to national security were invaluable.

Prominent politician Mike Mukula praised Oluka as “a true epitome of humility and courage, a great patriot and nationalist.Speaker of Parliament Thomas Tayebwa lauded him as a “fine gentleman” who strengthened teamwork and elevated ISO’s profile.

Tom Magambo Rwabudongo, the Director of Criminal Investigations, said that Brig Charles Oluka was both a comrade and an elder.“It’s indeed a tragedy. My colleagues and I are grateful for your service to our motherland. Go well to the podium of our ancestors. Isaiah 41:10,” he wrote.

A Nation Mourns a True Patriot

Brig. Gen. Oluka’s passing has left a void in Uganda’s security sector and beyond. His unwavering commitment to the nation, his leadership in intelligence operations, and his ability to foster cooperation among security agencies will remain his enduring legacy.

He is survived by his wife, Harriet Akisa, whom he married in 2023 at St. Patrick’s Catholic Church, Madera-Soroti. As Uganda mourns his loss, his contributions to national security will continue to inspire future generations of security personnel.

Funeral arrangements will be communicated in due course as the nation bids farewell to a distinguished soldier and public servant who devoted his life to ensuring the safety and stability of Uganda.
