Hon. Justice Mike J. Chibita has officially launched the first-ever Uganda Registration Services Bureau (URSB) Case Digest 2025, a document aimed at improving how people understand and use the law in Uganda. The event marked a major step in efforts to make Uganda’s legal system more transparent and business-friendly.
While speaking at the launch on Wednesday, June 25 2025, Justice Chibita noted that Uganda’s legal system is going through major changes, including the use of digital court systems and new ways to solve disputes outside court.
“Uganda’s legal system is undergoing significant reforms, from the digitization of court processes to the growing adoption of Alternative Dispute Resolution (ADR) mechanisms, all aimed at enhancing efficiency, accessibility, and justice delivery,” he said.
He also said the Case Digest has come at the right time to help reduce case delays and improve trust in the legal system.
“This digest, therefore, arrives at an opportune time and will positively affect the business community. By distilling key rulings and legal principles, it will serve as a valuable resource for Judges, Lawyers, Entrepreneurs, and Policymakers, fostering predictability, consistency, and confidence in our legal frameworks,” he added.
Former diplomat and legal expert, Rt. Hon. Amb. Canon Francis K. Butagira, also spoke at the event. He praised the Case Digest for supporting business growth.
“Throughout my career as a lawyer, parliamentarian, and diplomat, I have seen the pivotal role that clear, accessible legal frameworks play in fostering innovation, investment, and sustainable development,” he said.
The Registrar General of URSB, Ms. Mercy K. Kainobwisho, said the Digest collects key decisions made by URSB Registrars in areas like company law, intellectual property, and insolvency.
“By documenting these decisions, we are not only promoting transparency but also creating a repository of legal knowledge that will guide practitioners, businesses, scholars, and the public,” she said.
Ms. Caroline T. Egesa, the Board Secretary and Commissioner of Legal Services, called the Digest a big step forward for Uganda’s legal system.
“This is not merely a compilation of cases; it is the crystallization of years of legal practice, administrative adjudication, and deep legal analysis,” she said. She also noted that legal clarity is important for attracting investment and growing the economy.
The new Case Digest system works by collecting and publishing written decisions made by URSB Registrars in their day-to-day handling of company, trademark, copyright, and insolvency matters.
It helps lawyers, judges, businesses, and the public understand how similar cases have been decided, making the law clearer and more predictable. This improves trust in the legal system and supports business growth in Uganda.
