
The Permanent Secretary and Secretary to the Treasury (PSST), Ramathan Ggoobi, has officially released the Budget Execution Circular (BEC) for the 2025/26 financial year, outlining key policy and administrative measures to guide the implementation of the national budget.
Speaking at the Ministry of Finance headquarters on July 11, 2025, Ggoobi emphasized that the circular sets the framework for effective budget execution in line with Uganda’s socio-economic transformation agenda.
He noted that this year’s budget marks the beginning of Uganda’s Fourth National Development Plan (NDP IV) and the Tenfold Growth Strategy, underlining the government’s commitment to sustained economic growth and fiscal discipline.
“A total of Shs 1.4 trillion has been earmarked for the payment of domestic arrears,” Ggoobi said.
However, he warned that accounting officers who accumulate new domestic arrears could face sanctions, including the possible cancellation of contracts.
PSST Ggoobi announced that all government procurements and payments will be conducted exclusively in Uganda shillings (UGX) as stipulated in the appropriated budget.
Additionally, accounting officers have been instructed to hold Finance Committee meetings to prioritize operations and allocate resources to various departments for the quarter.
Ggoobi confirmed that the first quarter expenditure limits for the fiscal year 2025/26 will be released next week, offering further guidance on cash disbursement and the financial planning for the upcoming months.
