Treat Citizens with Respect, Uphold the Law-KCCA Legal Director to Enforcement Officers

The Kampala Capital City Authority (KCCA) Director of Legal Affairs, Frank Rusa has encouraged enforcement officers to treat citizens with respect while implementing the law, cautioning them against arrogance.

Rusa said this while addressing the enforcement officers on Monday, November 27, 2023, at City Hall in Kampala.

He emphasized the crucial role officers play in implementing government programs and maintaining law and order in the city while underscoring their importance in shaping Kampala’s image and being the face of the city.

“When the public talks about KCCA, they talk about you because, you are the face of Kampala. When you do well, we win; when you do badly, we are in trouble,” Rusa noted.

Rusa highlighted the importance of law enforcement operations, emphasizing that every action taken by officers must be legal.

He outlined the various regulations governing KCCA, covering areas such as markets, abattoirs, bars, and trade order.

As KCCA implements government programs aimed at elevating Uganda to a middle-income status, Rusa stressed the need for enforcement officers to understand and support the government’s vision.

He assured the officers of support and protection as long as they operate within the confines of the law.

“I’ll defend you as long as you are doing right and on the side of the law. Do your work within the law,” he stated.

With the upcoming None-Aligned Movement (NAM) summit in Kampala, Rusa emphasized the officers’ critical role in ensuring the event’s success.

He, however, cautioned them against indiscipline, emphasizing its importance to avoid problems.

Rusa stressed the commitment to ensuring a systematic and lawful approach to enforcement operations.
