The Ministry of Works and Transport has launched the Intelligent Transport Monitoring System (ITMS) Project, which will see Ugandan vehicles re-registered and fitted with electronic number plates.
Minister for Works and Transport, Gen. Katumba Wamala, confirmed the development on November 1, 2023, saying that the government partnered with a joint stock company (Global Security) to deliver the ITMS and provide new registration plates.
“The exercise in question was supposed to commence on July 1, 2023; however, due to logistical challenges, an extension was made to commence implementation of the project on November 1, 2023,” Wamala said.
“A cross-section of vehicles belonging to the Office of the President, Uganda Police Force, and Ministry of Works and Transport have been selected to launch the project as preparations for the full rollout of the exercise slated for February 1, 2024, are finalized,” Wamala added.
Bageya Waiswa, the permanent secretary at the ministry, said that the project will deter theft of motor vehicles and motor vehicle-related criminality due to enhanced traceability, tracking, and real-time feedback from the National Police Command Center.
“The Intelligent Transport Monitoring System will discourage reckless driving due to constant monitoring through the CCTV camera network, making enforcement easier. There will be point-to-point communication from the National Command Center and officers on the ground,” Bageya said.
Bageya noted that the rollout of ITMS comes with job creation in the established fitment facilities and the domestic manufacturing facility in Bugolobi once completed.
Registration of the number plates will cost Ugx713,000, while re-registration will cost Ugx150,000.
The launch held at the Ministry of Works and Transport headquarters was attended by senior government officials from different ministries, officers of the Ministry of Works and Transport, and members of the media.
