Top Kamuli District Officials Face Court Over UGX 600 Million Road Fund

According to the prosecution, the offences occurred between May and June 2025, during the Financial Year 2024/2025. While serving in their respective positions, the officials, in collaboration with another suspect who remains at large, allegedly abused their authority by irregularly processing and approving payments to various suppliers.

Two senior officials from Kamuli District Local Government have been arraigned before the Anti-Corruption Court on charges related to the alleged embezzlement of more than UGX 600 million from the Road Rehabilitation and Maintenance Fund.

The accused are Nasser Mukiibi, the Chief Administrative Officer (CAO), and Alex Kifuuse, the Chief Finance Officer (CFO) of Kamuli District Local Government.

They were charged on Monday, January 19th, 2025, with abuse of office and causing financial loss to the government.

According to the prosecution, the offences occurred between May and June 2025, during the Financial Year 2024/2025. While serving in their respective positions, the officials, in collaboration with another suspect who remains at large, allegedly abused their authority by irregularly processing and approving payments to various suppliers.

“The fraudulent payments were purportedly for supplies and services related to the rehabilitation works on the Nawanyago-Kisozi Road,” SH-ACU stated.

In abuse of their authority, they irregularly processed and approved payments to suppliers, including Raven Knights Ltd, Total Uganda Limited, and Mufumba Daniel, the district engineer.  These included fuel, construction materials, diversion and traffic control signs, allowances, and other related items.

Investigations further revealed that despite the full amount being disbursed, the intended road rehabilitation activities were never carried out, resulting in substantial financial loss to the district and the public.

The court has remanded the two officials to Luzira Prison until January 20, 2026, for further proceedings.
