The National Housing and Population Census is an Important Exercise if Conducted Prudently—Kizza Besigye

Col (Rtd) Dr. Kizza Besigye, a political and human rights activist, has said that the National Housing and Population Census (NHPC) is an important exercise if it is carefully conducted.

Besigye was speaking on one of the local televisions on May 13, 2024, talking about issues regarding the state of the nation and what is behind the headlines.

According to Besigye, the NHPC has been a disorganized activity for the last 10 years, but expects it to be well conducted since it’s an important exercise.

“Yes, I was counted, and I hope it is happening elsewhere. It has been a shambolic activity since it happened 10 years ago. We expected it to be more organized. It’s an important exercise if it is conducted prudently,” Besigye said.

Regarding the taxation disputes that have been ongoing in Uganda, Besigye said that Uganda can only get more revenue if it has a lower tax system.

“When you have a lower tax regime, you will get more revenue, and when you have a high tax regime, you will get little revenue because people will evade the taxes,” Besigye said.

Besigye, however, advised Ugandans not to expect foreign countries to solve their problems, adding that the government is supposed to take care of the needs of the people.

On May 10, 2024, the Uganda Bureau of Statistics (UBOS) commenced the National Population and Housing Census 2024, a program that will be carried out for 10 days under the theme It matters to be counted.
