Muhoozi outlined the main areas of focus for the reforms, which would include strengthening Uganda's Bill of Rights, improving the delivery of court services, and simplifying corporate procedures through promoting the "3Cs" of communication, coordination, and cooperation as fundamental to coexistence and progress.

The rollout of E-IDs is expected to improve security, streamline access to basic services, and expand the scope of financial inclusion. By linking national IDs to a secure digital platform, the government aims to eliminate the use of physical IDs, which are prone to theft. This will provide citizens with protection from exploitation in the form of loan sharks.

Most of the raids are fueled by the Karamojong and the indigenous Itesots themselves.
