“The transformation of Africa requires moving priority infrastructure projects from conception to implementation through coordinated planning and regional cooperation,” President Museveni noted.
“Replace the sovereignty bill with a national civic defense program, disaster response, and defense skills. Include the diaspora through embassies instead of criminalizing them. Ensure parliamentary oversight to prevent abuse, because this is the only way we shall adequately promote true sovereignty,” Nsereko said.
Bureaucracies in government programs have put employees to perform below their expectations; besides that, they have put employees to poorly manage programs designed to achieve a goal in poverty-eradicating programs.
The government established programs under the National Youth Policy, designed to support young people to find employment by extending grants and other support to small groups of young entrepreneurs with the aim of unlocking the potential of youth for sustainable wealth creation and general development.
The leaders and people of Karamoja have demonstrated unity, strong leadership, and a genuine enthusiasm for development and socio-economic transformation.
