The State House Investors Protection Unit (SHIPU), in collaboration with the Uganda Police Force through its Directorate of Crime Intelligence and Central Police Station (CPS) Kampala, has arrested a man for impersonating a senior Uganda People’s Defence Forces (UPDF) officer and defrauding members of the public.
The suspect, identified as Franco Mugumya, had been falsely claiming to be a UPDF officer at the rank of Major, operating under the name “Maj. Hannington” or “SP Hannington Banda.” He allegedly posed as a staff member of SHIPU, claiming to work closely with the Unit Head, Colonel Edith Nakalema.
According to SHIPU, Mugumya has been defrauding unsuspecting individuals by promising to solve their issues through his alleged connections in the Unit. His arrest followed a complaint filed by a victim identified as Fiona Ariho, who sought guidance from SHIPU after realizing she had been deceived.
“Franco Mugumya has never been a staff of SHIPU and will face the full force of the law,” the Unit stated.
The unit warned the public against dealing with individuals who demand money in exchange for SHIPU’s services, emphasizing that it operates under the Office of the President and provides all its services free of charge.
The Unit further urged the public to immediately report any such fraudsters to authorities, noting that impersonators not only exploit citizens but also tarnish the image of public institutions. Under the leadership of Col. Edith Nakalema, SHIPU reaffirmed its commitment to maintaining a safe and conducive investment environment for individuals and entities contributing to Uganda’s economic development.
