
The State House Anti-Corruption Unit (SHACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned two senior officials from Kiboga District over allegations of conspiring to defraud the local government of millions of shillings.
The suspects Ismail Mukiibi, the District Engineer, and Moses Bwante, Assistant Engineering Officer in charge of Mechanical Works were formally charged before the Kiboga Chief Magistrate’s Court on Friday, August 1, 2025.
According to a statement issued by SHACU, the two allegedly conspired with other individuals still at large to defraud public funds from Kiboga District Local Government of millions of shillings meant for fuel supplies under the Road Maintenance Grant between 2023 and 2024.
The scheme also involved conspiring with various fuel station managers to receive cash payments for fuel that was never supplied.
Additionally the statement further revealed that Mukiibi and Bwante fraudulently claimed fuel for government vehicles that had been grounded and non-operational for several months between 2022 and 2023, effectively diverting funds meant for essential road maintenance.
Both suspects were remanded to custody and are scheduled to reappear in court on August 14, 2025, as investigations into the case continue.
This case adds to a growing pattern of corruption scandals involving local government officials accused of embezzling funds allocated for critical infrastructure projects.
Similar incidents in districts such as Mpigi, Busia, and Kaabong have uncovered sophiscated schemes in which officials inflated fuel estimates, claimed supplies for non-functional or dormant vehicles, and submitted false reports indicating road works had been completed then diverted millions of shillings intended to benefit the public.
Authorities have reaffirmed their commitment to eliminating the misuse of public resources, vowing to protect development funds and rebuild public confidence in government service delivery.
