Seven Scout Leaders Face Serious Charges Over Illegal Occupation of Kaazi Land

According to court documents and investigations, the accused, allegedly acting under a faction identifying as the Boys Scouts Association, orchestrated a forceful takeover of the camp on June 24, 2025.

Seven scout leaders have been arraigned before Makindye Magistrate’s Court on charges relating to the illegal takeover and destruction of property at the National Camping and Scouts Centre in Kaazi Busaabala, Masajja Division.

The accused, Patrick Buragahare Mujuni, Stephen Butumbwire, John Mugisha, Stephen Brain Musoke, Alex Mununuzi, Michael Richard Orwanga, and Francis Anyango were presented in court on Thursday, August 21, 2025, following a joint operation by the Anti-Corruption Unit of the Special Investigations Directorate (SHACU), the Criminal Investigations Directorate (CID1), and the Office of the Director of Public Prosecutions (ODPP).

SHACU revealed that the accused will face multiple charges, including unlawful occupation of land belonging to another, malicious property damage, conspiracy to commit a felony, forcible detainer, and forcible entry.

According to court documents and investigations, the accused, allegedly acting under a faction identifying as the Boys Scouts Association, orchestrated a forceful takeover of the camp on June 24, 2025.

“The group reportedly mobilized a large contingent to unlawfully enter the premises, breaking into offices belonging to the Uganda Scouts Association,” SHACH stated.

“Significant damage was caused during the incident, including grading of land, cutting down of historic trees, and demolition of key facilities such as kitchens, latrines, a watchtower, water tanks, and piping infrastructure. Additionally, property belonging to the Uganda Scouts Association was confiscated by the group,” the statement added.

Authorities continue to investigate other individuals allegedly involved who remain at large, as the court sets dates for further proceedings.

The Uganda Scouts Association has condemned the actions and pledged to work with law enforcement to restore the damaged centre.
