President Museveni, Putin Fortify Ties with $53m Military Support from Russia

President Yoweri Kaguta Museveni and Russian President Vladimir Putin solidified the enduring partnership between Uganda and Russia with a $53 million military equipment donation to the Uganda People’s Defense Forces (UPDF).

The handover ceremony, presided over by President Yoweri Kaguta Museveni at Gaddafi Military Barracks, Magamaga on October 26, 2025, also marked the launch of a new Military Mechanized Major Repair Facility and a workshop under construction in Entebbe.

The donated assets included obstacle clearers, trench diggers, boats, specialized workshops, and a coastal station.

Speaking during the event, President Museveni said that these tools are essential upgrades that will enhance the operational efficiency of the Uganda People’s Defense Forces (UPDF).

“I am grateful to His Excellency Vladimir Putin for this generous and practical support,” the President said.

The President traced Africa’s liberation struggle back to the revolutionary changes sparked by the 1917 Soviet Union revolution.

“This relationship goes beyond military cooperation; it is built on a shared history of struggle and solidarity,” he stated.

Minister of Defense and Veteran Affairs, Hon Jacob Oboth Oboth, expressed appreciation for the President’s strategic leadership, crediting his vision for prioritizing security as foundational to Uganda’s national development.

The Minister also thanked Russia for its ongoing generosity and reaffirmed Uganda’s commitment to deepening defense cooperation.

Lt Gen Kayanja Muhanga, representing the Chief of Defense Forces, hailed the donation as a testament to the strong bilateral partnership and a reinforcement of the commitment to regional peace and stability.

“This support will empower the UPDF to enhance its efficiency and effectiveness,” he said.

Russian Ambassador to Uganda, HE Vladlen Semivolos, reaffirmed the historic friendship between the two nations, emphasizing principles of mutual trust and respect for sovereignty. He applauded President Museveni’s leadership and cited the 2023 Russia–Africa Summit as a milestone for strengthening bilateral ties.

In recognition of Russia’s continued support, ten Russian dignitaries were awarded Uganda’s National Independence Diamond Jubilee Medal for their outstanding service in promoting Uganda’s sovereignty and defense.
