Police Arrests Congolese Man with Ammo disguised as a madman

Congolese national Nyanzi David Lavi disguised as madman after being arrested and searched by the police in Jinja.

The police in Jinja city have arrested a man of Congolese origin along Jinja-Iganga High Way streets in possession of ammunition, an iPhone, SIM cards, and money in notes of fifty thousand and ten thousand denominations.

According to police, at around 4 a.m., a police detective, in the wee hours of December 6, 2023, left the station in search of refreshments at a kiosk. However, a mad man speaking on an iPhone came to the same place to purchase an Oner drink.

“It drew my attention, and I observed him further. He pulled out a fifty thousand note to pay for the drink, but what surprised me was that he had a lot of those notes and ten thousand notes too. He looked energetic, so I made the decision to go to the station and get back up,” the police detective said.

The detective noted that, on his way, he saw security personnel guarding a nearby building called Embassy and approached him, requesting that he keep a close eye on the “mad man” as he got back up. However, the security guard later reported to the police that the guy had disappeared from his sight.

They quickly mounted a search and were able to locate him at the corner of one of the streets. They searched him and found that he had ditched the money and iPhone.

“We arrested the man and took him to the station for further interrogation. He revealed himself as a Congolese national, by the name of Nyanzi David Lavi, from the Munyagye tribe in the Goma, DRC. He claimed to have been abducted by Allied Democratic forces (ADF) when he was still a young man and worked as a cook for them. However, upon searching him, he had ammunition, prompting us to call the anti-terrorism team,” the police detective added.

The police further stated that, when the anti-terrorism team arrived and began interrogating him, he changed and behaved like a real madman, speaking uncoordinated issues.

“The anti-terrorism team called in the Chieftaincy of Military Intelligence( CMI) and asked that the man be taken to Butabika and be subjected to assessment before any further interrogations take place,” added the police.

This follows a similar event on Monday, December 4, 2023, when a woman disguised as a mad woman was found in possession of seven note books bearing details about Kampala, Mbale, Bombo, Masaka barracks, and business premises like pharmacies, supermarkets, and malls, among others.

According to preliminary reports, her next destination was Tanzania because she had with her a Tanzanian identification card.

Police early this week cautioned the public to stay vigilant as the festive season approaches and to also report any suspicious incidences and people in their environment and surroundings following two blasts around Kampala suspected to have been planted by terrorists.
